Position
Summary: Pact seeks a Technical Program Director (TPD) for a USAID Orphans and
Vulnerable Children (OVC) umbrella grants program in Nigeria. Recruitment is
contingent upon successful award of the project. The OVC program will focus on service
delivery including: food and nutrition services, health services, economic
strengthening services, shelter and care services, psychosocial support
services, education/learning services and protection services.
The
successful candidate will be responsible for building the technical capacity of
sub-grantees. The TPD works with subgrantees to plan and execute quality OVC
services and designs and closely monitors the implementation of technical
capacity building initiatives. The TPD participates in national initiatives
intended to improve the technical quality of OVC programming. S/he will direct
and supervise senior technical staff and short and long term technical
assistance for the technical program. The TPD will report to the Chief of Party
of the OVC program.
Specific
Duties and Responsibilities:
A.
Leadership and Management
•
To provide mentoring and coaching for Pact Nigeria staff on the technical team.
•
Coordinate the development, implementation and reporting on all work plans and
reports of the technical team.
•
Review of performance reports.
Facilitate
integration and synergies with GON, USAID/PEPFAR, and CSO programs and
initiatives to improve health, food security and nutrition, education,
protection, economic strengthening, and workforce strengthening
Strengthen
linkages between CSOs and state and LGA level MWASD officers for improved
coordination of OVC service delivery planning, implementation, and monitoring
and evaluation
B.
Program development
•
Ensure Pact’s program meets the established goal and objectives and planned
outputs and outcomes, and that these results are documented.
•
Build on existing body of analysis to inform programs as well as Pact
contributions to sector consultative and coordination mechanisms.
•
Ensure that Pact continues to build programs based on strategic analysis of the
Nigerian context.
•
Establish and maintain working relationships with the other technical
departments in Nigeria as a base for building/maintaining/expanding a
sustainable country and regional program.
•
Participate in Pact platform meetings as appropriate.
C.
Knowledge Management
•
Continue Pact’s practice of sound analysis.
•
Ensure that the most updated information regarding the programs is shared via
the designated mechanisms: any databases, the web page and the monthly
highlights report.
•
Facilitate and/or participate in learning communities and task forces.
•
Document methodologies and results that can inform the wider Pact community
(such as evaluation documents, consultant reports, workshop reports, etc.)
•
Review relevant reports, evaluations, and other internal and external resources
(including the tacit knowledge of individuals) as necessary to utilize Pact
expertise and experience for improving program implementation.
•
Ensure a response to information requests from colleagues and HQ in a timely
manner.
Qualifications:

Summary: Pact seeks a Monitoring and Evaluation Director (MED) for a USAID
Orphans and Vulnerable Children (OVC) umbrella grants program in Nigeria.
Recruitment is contingent upon successful award of the project. The OVC program
will focus on service delivery including: food and nutrition services, health
services, economic strengthening services, shelter and care services,
psychosocial support services, education/learning services and protection
services.
The
Monitoring and Evaluation Director is responsible for all monitoring,
evaluation and reporting activities under the award. The
MED
works in collaboration with the Federal Ministry of Women Affairs and Social
Development M&E OVC counterpart and develops and manages the Project‘s
Performance Monitoring Plan (PMP). The MED develops and maintains systems to
collect and analyze information on inputs, outputs, outcomes and impact of the
program. S/he will also conduct supportive supervisory visits to States/Local
Government Authorities and sub-grantees to observe, monitor, provide guidance
and quality feedback on the use of OVC data and indicators; analyze monthly data
and support training of M&E personnel in quality assurance methods. A
successful candidate will have extensive experience working on livelihoods and
OVC projects and the ability to work effectively with a variety of local
partners.
Specific
Duties and Responsibilities:
• Assist in the design and development of
program specific Performance Monitoring Plans as well as Monitoring and
Evaluation plans at Pact and partner levels.
• Responsible for the development of
relevant M&E tools, formats and the provision of technical training for
Pact’s partner staff.
• Coordinate regular monitoring visits to
partners and ensure the production of one consolidated report and agreed action
plan for follow up response (inclusive of program, finance, grants).
• Monitor data collection, collation,
storage, analysis and reporting ensuring that data is audit worthy. Where
problems exist support partners in the identification of solutions to
challenges faced.
• Monitor data entry process and ensure
program is utilizing Pact’s database.
• Responsible for reviewing regular program
reports prepared by program staff for submission to USAID.
• Ensure program staff and senior
management are using data collected to make informed and timely decisions
related to program implementation
• Support program staff to implement their
learning agenda (baseline, mid-term, final evaluations, etc.) This may include
the identification of appropriate consultants to provide technical support.
• Contribute to program management through
ongoing integration of M&E findings into program activities.
• Oversight of research staff conducting
in-depth assessments of program activities.
Qualifications:
•
Masters Degree in social, behavioral or health sciences or related field with
practical experience in developing and implementing, monitoring and evaluation
activities in the health sector.
•Minimum
of 6 years of relevant professional experience. Experience with evaluation and
research design, data collection and analyses, indicator construction,
curriculum development and computer software i.e. MS Office and database
programs.
•
Experience with civil society/NGO sector, especially with local organizations.
•
Experience with evaluation and impact reporting to donors and to project
managers demonstrating both analytical rigor and practicality.

Summary: Pact seeks a Grant Management Specialist (GMS) for a USAID Orphans and
Vulnerable Children (OVC) umbrella grants program in Nigeria. Recruitment is
contingent upon successful award of the project. The OVC program will focus on
service delivery including: food and nutrition services, health services,
economic strengthening services, shelter and care services, psychosocial
support services, education/learning services and protection services.
The
Grant Management Specialist is responsible for managing and coordinating the
complex grants portfolio. S/he will serve as an expert for the planning,
implementation and evaluation of grant applications and provide guidance on
cooperative agreements, cost-share agreements, participating agreements,
collection agreements, and memoranda of understanding. The successful candidate
with negotiate grants and review all reimbursement requests for appropriateness,
and ensure that awardees are in compliance with established administrative and
financial policies, procedures, and sound business practices. Following awards,
the GMS will provide post-award administration including monitoring all phases
of grant agreements and close-out, including assessment of technical progress
and performance. This position require knowledge and skill in applying
analytical and evaluative techniques to the identification and resolution of
grants administration issues and knowledge of laws, regulations, agency policy,
precedent cases, and other requirements that affect grant program
administration.
The
range of tasks will cover pre-award to close-out as outlined below.
Specific
Duties and Responsibilities:
I.
Pre-Award
a)
Work with Chief of Party and senior managers to select grantees for award. This
will include conducting pre-award assessments to determine the responsibility
of prospective grantees using Pact’s assessment tool.
b)
Make determinations of risk profiles of prospective grantees and recommend
appropriate approaches to mitigate the risks identified, including the
development of special award conditions.
c)
In addition to pre-award assessments, the GMS will also be responsible for the
following pre-award tasks:
i.
Selection of the proper award instrument
ii.
Cost analysis and budget negotiations
iii.
Preparation of negotiation memoranda
iv.
Complete submission of award documents for approval by the Pact’s HQ Grants and
Contracts (G&C/HQ) department.
II.
Post-Award
a)
Provide technical assistance to staff and grantees on administrative policies
and procedures for grants management, as well as other initiatives of regional
grant advisors:
•
Pact’s grants management policies and procedures
•
Policies and procedures for procurement under subgrants
•
Interpretation of regulations (22 CFR 226, 22 CFR 228, OMB Circular A-110 and
A-122, ADS chapters, etc.)

b)
Verify obligated funding available and data reported in the subgrant matrix for
each project.
c)
Collect and maintain complete documentation of submission/transmittal of
reports that are specific to grants under prime awards.

d)
Work with G&C/HQ to obtain prior approvals and waivers from clients

from grants and make recommendations to the country representative and/or
Director of Grants & Contracts for resolution.
g)
Routinely monitor the maintenance and control of the archive of grants.
h)
Ensure the final disposition of property acquired by grantee.
III.
Procurement Under Grants
a)
Prepare and/or review documentation (selection, choice of instrument) of
purchase orders and contracts financed under grants.
b)
Verify obligated funding available for purchase orders and contracts.
c)
Verify completion and payment of final invoice.
IV.
Training and Other Technical Assistance
a)
Contribute to the development and delivery of training in grants management in
the field.
b)
Contribute to substantive discussions in the Grants Community of Practice.
Qualifications:
•
Demonstrated solid knowledge of various donor regulations applicable to grants
administration.

Strong analytical skills to successfully perform financial reviews and other
forms of quantitative analyses.

will also design and closely monitors the implementation of organizational

ownership and contribute to the sustainability of HIV and OVC programming. The
ODD directs and supervises senior OD staff and short and long term technical
assistance for the organizational development program.

Position

Children (OVC) umbrella grants program in Nigeria. Recruitment is contingent
upon successful award of the project. The OVC program will focus on service
delivery including: food and nutrition services, health services, economic
strengthening services, shelter and care services, psychosocial support
services, education/learning services and protection services.
The
successful candidate will be responsible for: overall program oversight and
meeting the project’s objectives; interfacing directly with USAID; managing
national staff; and developing and maintaining good working relationships with
host government officials, local and international partners, local community
groups, and other stakeholders. The COP is responsible for the development and
submission of the Annual Country Operating Plan (COP), Annual Program Results
(APR) and Semi-Annual Program Results (S/APR), in collaboration with the
M&E Director. The COP bears ultimate responsibility for ensuring that the
grantees and sub-grantees meet USAID, PEPFAR and program requirements.
Specific
Duties and Responsibilities:
The
Chief of Party must demonstrate dynamic leadership and a spirit of flexibility,
adaptability and collaboration under challenging conditions. Specific
responsibilities may include:
• Rapid roll-out and supervision of field
office activities. This includes hiring and management of field staff,
subcontractors and consultants, detailed workplan development, technical
training and mentoring of staff as required, and other standard implementation
activities;
• Oversight of financial management and
procurement;
• Planning, quality assurance and
supervision of program monitoring, evaluating, and reporting;
• Oversight of design and implementation of
