Senior Finance and Contract Manager / Director of Operations and Finance

Job Responsibilities:
The Partnership for Transforming Health System 2 (PATHS 2), a DFID-funded program in Nigeria, aims to improve the planning, financing and delivery of sustainable and replicable pro-poor health services for common health problems, focusing on six states and the federal government.  The Senior Finance and Contract Manager / Director of Operations and Finance, based in Abuja and reporting directly to the National Program Manager (NPM), is responsible for the management of project’s operations in adherence with the program contract with DFID, subcontracts with partners,  procurement, financial management and reporting, and general administrative support of the program.

Specific duties and responsibilities include the following:
Overseas the project day-to-day operations.  This includes program planning to ensure effective and efficient support to program implementation, administrative support and budgeting and the supervision of the project’s financial operations.Supervises program operations/finance functions and staff
Work very closely with DNPM (management) to ensure appropriate allocation of resources and the efficient utilization of these resources for the implementation of planned project activities.  Oversees the assignment and utilization of short term TA in coordination with DNPM (Technical)and ensures effective utilization of local resources. Provides direct oversight on short-term consultancies hired under different project activities.
Establishes and maintains a direct communication channel with PATHS2 home office team.
Provides contractual guidance to consortium partners and leads the development and review of work-orders as necessary.
Work with deputy director Operations  to ensure the installation of effective and efficient management systems to support program implementation
Works closely with both Deputy National Program Managers (management and technical) with the development, review and regular updates of project’s annual workplans, budgets, reports and contract deliverables.
As member of senior management team, participates in developing program vision and providing guidance on strategy and programming.
Skills Prerequisites:
Masters Degree, CPA, ACCA, ACA, MBA Masters in Finance  Health Administration, Business, Management, Public Administration or other relevant field highly preferred.
12 years of relevant professional experience in program management, contracts management, financial management, and/or program operations.
Seven or more years of international project management experience, of which three were desirably in Nigeria.
Demonstrated leadership skills.
Experience with DFID is a plus.

Associate / Operations Research Advisor

Job Responsibilities:
Partnerships for Transforming Health Systems (PATHS2) is a six-year, DFID funded project that aims at assisting the government of Nigeria, at the federal and selected states levels, to improve utilization of its own resources to expand access to and utilization of quality health care services. PATHS2 has a wide scope of systems strengthening interventions that range from improving performance of the public sector’s capacity to assume its stewardship role to the introduction of evidence-based, scaleable and replicable service delivery and health financing models at multiple levels of the health system. In order to allow for measuring the effectiveness, scalability and replicability of these interventions, PATHS2 will develop and implement an operations research strategy that supports the technical interventions being implemented. The OR strategy will povide for high quality health systems research evidence both to support the design of interventions (literature reviews, formative research) and larger scale studies to assess the impact of the project’s health system strengthening inputs. This necessitates the presence of a full time health systems research expert who can guide the design and implementation of OR activities, monitor measurement and data collection and ensure quality, accuracy and representation of results. Specifically, the OR advisor will be in charge of:

Under the direct supervision of the M&E team leader, coordinates the development, review and finalization of an OR strategy based on the program’s planned interventions and the logical framework. Works in close collaboration with the Deputy National Program Manager (Technical), technical and state team leaders and identifies specific OR interventions. Coordinates the development, costing and implementation of annual OR plans. Monitors the implementation, and assures the quality of all aspects related to the implementation of OR activities in the field. Identifies local resources – agencies and potential consultants - who are capable of implementing OR, or specific elements such as data collection, analysis and statistical data processing. Initiate agreements, subcontracts and/or grants with eligible agencies and personnel to carry out specific OR related tasks. Liaises with the technical advisors at the home office and plans jointly for future technical assistance needs, data reviews, report finalization, dissemination to national (Nigerian) and international audiences, and publishing research results in peer-reviewed journals .

The Demand Generation Advisor will provide technical vision, leadership and guidance to the behavior change communication program activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The successful candidate will be responsible for building the technical capacity of sub-grantees. The TPD works with subgrantees to plan and execute quality OVC services and designs and closely monitors the implementation of technical capacity building initiatives. The TPD participates in national initiatives intended to improve the technical quality of OVC programming. S/he will direct and supervise senior technical staff and short and long term technical assistance for the technical program. The TPD will report to the Chief of Party of the OVC program.

Specific Duties and Responsibilities:

A. Leadership and Management
• To provide mentoring and coaching for Pact Nigeria staff on the technical team.

Facilitate integration and synergies with GON, USAID/PEPFAR, and CSO programs and initiatives to improve health, food security and nutrition, education, protection, economic strengthening, and workforce strengthening

B. Program development

• Ensure that Pact continues to build programs based on strategic analysis of the Nigerian context.
• Establish and maintain working relationships with the other technical departments in Nigeria as a base for building/maintaining/expanding a sustainable country and regional program.
• Participate in Pact platform meetings as appropriate.

C. Knowledge Management
• Continue Pact’s practice of sound analysis.
• Ensure that the most updated information regarding the programs is shared via the designated mechanisms: any databases, the web page and the monthly highlights report.

Position Summary: Pact seeks a Monitoring and Evaluation Director (MED) for a USAID Orphans and Vulnerable Children (OVC) umbrella grants program in Nigeria. Recruitment is contingent upon successful award of the project. The OVC program will focus on service delivery including: food and nutrition services, health services, economic strengthening services, shelter and care services, psychosocial support services, education/learning services and protection services.

The Monitoring and Evaluation Director is responsible for all monitoring, evaluation and reporting activities under the award. The
MED works in collaboration with the Federal Ministry of Women Affairs and Social Development M&E OVC counterpart and develops and manages the Project‘s Performance Monitoring Plan (PMP). The MED develops and maintains systems to collect and analyze information on inputs, outputs, outcomes and impact of the program. S/he will also conduct supportive supervisory visits to States/Local Government Authorities and sub-grantees to observe, monitor, provide guidance and quality feedback on the use of OVC data and indicators; analyze monthly data and support training of M&E personnel in quality assurance methods. A successful candidate will have extensive experience working on livelihoods and OVC projects and the ability to work effectively with a variety of local partners.   


Specific Duties and Responsibilities:
•       Assist in the design and development of program specific Performance Monitoring Plans as well as Monitoring and Evaluation plans at Pact and partner levels.
•       Responsible for the development of relevant M&E tools, formats and the provision of technical training for Pact’s partner staff.
•       Coordinate regular monitoring visits to partners and ensure the production of one consolidated report and agreed action plan for follow up response (inclusive of program, finance, grants).

Position Summary: Pact seeks a Grant Management Specialist (GMS) for a USAID Orphans and Vulnerable Children (OVC) umbrella grants program in Nigeria. Recruitment is contingent upon successful award of the project. The OVC program will focus on service delivery including: food and nutrition services, health services, economic strengthening services, shelter and care services, psychosocial support services, education/learning services and protection services.
The Grant Management Specialist is responsible for managing and coordinating the complex grants portfolio. S/he will serve as an expert for the planning, implementation and evaluation of grant applications and provide guidance on cooperative agreements, cost-share agreements, participating agreements, collection agreements, and memoranda of understanding. The successful candidate with negotiate grants and review all reimbursement requests for appropriateness, and ensure that awardees are in compliance with established administrative and financial policies, procedures, and sound business practices. Following awards, the GMS will provide post-award administration including monitoring all phases of grant agreements and close-out, including assessment of technical progress and performance. This position require knowledge and skill in applying analytical and evaluative techniques to the identification and resolution of grants administration issues and knowledge of laws, regulations, agency policy, precedent cases, and other requirements that affect grant program administration.

The range of tasks will cover pre-award to close-out as outlined below.

Specific Duties and Responsibilities:

I. Pre-Award

a) Work with Chief of Party and senior managers to select grantees for award. This will include conducting pre-award assessments to determine the responsibility of prospective grantees using Pact’s assessment tool.
b) Make determinations of risk profiles of prospective grantees and recommend appropriate approaches to mitigate the risks identified, including the development of special award conditions.
c) In addition to pre-award assessments, the GMS will also be responsible for the following pre-award tasks:
i. Selection of the proper award instrument
ii. Cost analysis and budget negotiations
iii. Preparation of negotiation memoranda
iv. Complete submission of award documents for approval by the Pact’s HQ Grants and Contracts (G&C/HQ) department.

II. Post-Award

a) Provide technical assistance to staff and grantees on administrative policies and procedures for grants management, as well as other initiatives of regional grant advisors:

d) Work with G&C/HQ to obtain prior approvals and waivers from clients required for administration of specific grants.

f) Conduct investigations to resolve contractual issues/problems/disputes arising from grants and make recommendations to the country representative and/or Director of Grants & Contracts for resolution.
g) Routinely monitor the maintenance and control of the archive of grants.
h) Ensure the final disposition of property acquired by grantee.

III. Procurement Under Grants

a) Prepare and/or review documentation (selection, choice of instrument) of purchase orders and contracts financed under grants.
b) Verify obligated funding available for purchase orders and contracts.
c) Verify completion and payment of final invoice.

IV. Training and Other Technical Assistance

a) Contribute to the development and delivery of training in grants management in the field.
b) Contribute to substantive discussions in the Grants Community of Practice.

Qualifications:

• Demonstrated solid knowledge of various donor regulations applicable to grants administration.
• Strong analytical skills to successfully perform financial reviews and other forms of quantitative analyses.

The ODD directs and supervises senior OD staff and short and long term technical assistance for the organizational development program.

Position Summary: Pact seeks a Chief of Party (COP) for a USAID Orphans and Vulnerable Children (OVC) umbrella grants program in Nigeria. Recruitment is contingent upon successful award of the project. The OVC program will focus on service delivery including: food and nutrition services, health services, economic strengthening services, shelter and care services, psychosocial support services, education/learning services and protection services.
The successful candidate will be responsible for: overall program oversight and meeting the project’s objectives; interfacing directly with USAID; managing national staff; and developing and maintaining good working relationships with host government officials, local and international partners, local community groups, and other stakeholders. The COP is responsible for the development and submission of the Annual Country Operating Plan (COP), Annual Program Results (APR) and Semi-Annual Program Results (S/APR), in collaboration with the M&E Director. The COP bears ultimate responsibility for ensuring that the grantees and sub-grantees meet USAID, PEPFAR and program requirements.
Specific Duties and Responsibilities:

The Chief of Party must demonstrate dynamic leadership and a spirit of flexibility, adaptability and collaboration under challenging conditions. Specific responsibilities may include:
•       Rapid roll-out and supervision of field office activities. This includes hiring and management of field staff, subcontractors and consultants, detailed workplan development, technical training and mentoring of staff as required, and other standard implementation activities;

Job Responsibilities: The Partnership for Transforming Health System 2 (PATHS 2), a DFID-funded program in Nigeria, aims to improve the planning, financing and delivery of sustainable and replicable pro-poor health services for common health problems, focusing on six states and the federal government. The Senior Finance and Contract Manager / Director of Operations and Finance, based in Abuja and reporting directly to the National Program Manager (NPM), is responsible for the management of project’s operations in adherence with the program contract with DFID, subcontracts with partners, procurement, financial management and reporting, and general administrative support of the program.
Specific duties and responsibilities include the following:
Overseas the project day-to-day operations. This includes program planning to ensure effective and efficient support to program implementation, administrative support and budgeting and the supervision of the project’s financial operations.Supervises program operations/finance functions and staff Work very closely with DNPM (management) to ensure appropriate allocation of resources and the efficient utilization of these resources for the implementation of planned project activities. Oversees the assignment and utilization of short term TA in coordination with DNPM (Technical)and ensures effective utilization of local resources. Provides direct oversight on short-term consultancies hired under different project activities. Establishes and maintains a direct communication channel with PATHS2 home office team. Provides contractual guidance to consortium partners and leads the development and review of work-orders as necessary. Work with deputy director Operations to ensure the installation of effective and efficient management systems to support program implementation Works closely with both Deputy National Program Managers (management and technical) with the development, review and regular updates of project’s annual workplans, budgets, reports and contract deliverables. As member of senior management team, participates in developing program vision and providing guidance on strategy and programming.
Skills Prerequisites: Masters Degree, CPA, ACCA, ACA, MBA Masters in Finance Health Administration, Business, Management, Public Administration or other relevant field highly preferred. 12 years of relevant professional experience in program management, contracts management, financial management, and/or program operations.
Seven or more years of international project management experience, of which three were desirably in Nigeria. Demonstrated leadership skills. Experience with DFID is a plus. Experience in project implementation. Excellent writing, computer, management and organizational skills. Successful track record as financial and operations manager.

Job Responsibilities: The Partnership for Transforming Health Systems 2 (PATHS2), a DFID funded program in Nigeria, aims to improve the planning, financing and delivery of sustainable and replicable pro-poor health services for common health problems, focusing on six states and the federal government. Under the direct supervision of the National Program Manager, the Deputy National Program Manager will be based in Abuja and will be responsible for overseeing the Strategic management of the project, ensuring appropriate allocation of resources to implement and monitor the timely achievement of planned interventions and successful accomplishment of the project’s overall goal and objectives.
Essential Job Responsibilities/Percentage of Time:
The Principal Associate / Deputy National Program Manager (Management) (DNPM-M) position works in close coordination with the NPM and other members of the Senior Management Team (SMT) providing strategic management, and direction for the PATHS2 project. Specifically, this position will assume the direct responsibility of ensuring that annual workplans are produced and effectively implemented, progress is monitored and reported through regular and ad hoc progress reports, performance indicators are measured and reported in accordance with the project’s logical framework and value for money is considered throughout the implementation and resources allocation processes. This position in close collaboration with the DNPM(technical) is also responsible for guiding senior technical staff and for ensuring the responsiveness and quality or work along with efficient use of resources and achievement of results. Specifically the DNPM(Management) will:
Assist the NPM, and act on his behalf whenever needed, with the overall management of the PATHS2 project. Participate in meetings with DFID’s Health advisors and with other SLPs. Lead the development, and oversee the implementation of the project’s annual work plans. Lead and follow-through strategic, operational and performance aspects of management and project implementation. In close coordination with the DNPM-Technical, ensure the effective integration of inputs of all consortium partners and their alignment with the project’s goals and strategic objectives. Ensure timely and effective documentation, reporting and dissemination of project’s progress. Submit quarterly program progress reports as specified by DFID. Lead the development of a communication strategy for state, national, south-to-south and international markets. In close collaboration with the NPM, build a productive collegial relationship with all members of the consortium and State Team Leaders.
Skills Prerequisites: Masters Degree (minimum), or a PhD (preferred) in Public Health, Health Administration, Medicine, or other relevant health specialization. 13-15 years of international management experience with a Masters Degree, or 8-10 years with a PhD, a considerable portion of which must be in West Africa. Experience in Nigeria preferred. Experience in health system strengthening, including design, implementation and evaluation, and experience in management of large international health projects/programs. Demonstrated leadership in management skills and ability to lead multidisciplinary, multicultural teams Ability to establish and maintain effective working relationships with donor organizations, ministry officials, public, private and civil society partners and other development partners. Fluency in English. Excellent writing, computer, management and organizational skills. Experience at DFID-funded programs is highly desirable. Willingness to work overseas.
